How to Convert PDF to SCORM
Four steps, no software to install and no account to create.
STEP 1
Upload your PDF
Drop your file into the converter above. Nothing to sign up for and nothing to download.
STEP 2
Choose your SCORM version
Pick SCORM 1.2 or 2004 depending on what your LMS supports. SCORM 1.2 works for most.
STEP 3
Convert and download
The tool packages your PDF into a SCORM-compliant .zip with the manifest and tracking built in.
STEP 4
Upload to your LMS
Add the .zip to Moodle, Blackboard, TalentLMS, Canvas or any SCORM-ready platform - completion tracking included.
Need More Than a Wrapper? We'll Build the Course.
The converter above is perfect when you just need a PDF in your LMS as a trackable course. But some content deserves more than a wrapper - if your PDF is dense, business-critical, or meant to actually change how people work, turning it into a real course gets you far better completion and retention. That is what our team does: we rebuild PDFs, PowerPoints, and raw subject-matter expertise into structured, interactive SCORM courses with proper instructional design, knowledge checks, and scenarios - so you get the same clean LMS upload and tracking on content that is genuinely engaging instead of just trackable.
Custom eLearning Development
We turn raw content and subject-matter expertise into a structured, science-backed SCORM course built to change behavior - instructional design, interactivity, and LMS-ready packaging end to end.
Convert PowerPoint to eLearning
Already have slides? We transform existing PowerPoints into interactive, LMS-ready eLearning courses - not just slides with a quiz bolted on at the end.

What "Converting" a PDF to SCORM Actually Means
A PDF never literally becomes SCORM. What the converter does is package your PDF so an LMS can launch it and track it. Here is exactly what that involves - and what it doesn't.
It wraps your PDF in a SCORM package
Your PDF stays a PDF. The converter builds a SCORM shell around it - a structured .zip containing your file plus the code an LMS needs to open and monitor it. When a learner clicks the course, that shell launches your PDF and handles the reporting in the background. The content is unchanged; the wrapper is what's new.
It adds a manifest so your LMS recognizes the course
Every SCORM package includes an imsmanifest.xml - the instruction sheet that tells your LMS what the course is, how to launch it, and how to score it. It is the difference between a PDF your LMS treats as a random attachment and one it treats as a trackable course. The converter generates this automatically.
It enables completion tracking
This is the whole reason to convert. Once wrapped, your LMS can record that a learner opened the course, how long they spent, and whether they finished - data a plain PDF upload can't give you. For a document, completion is marked when the learner opens the course or reaches the last page, since there is no quiz to score.
What it doesn't do is add interactivity
A wrapped PDF is still a document to read, not an interactive lesson. The conversion makes it trackable, not clickable - no new quizzes, branching, or animations unless your original PDF had them. If you need those, you would rebuild the content in an authoring tool - or our team can. For simply getting a document into your LMS as a trackable course, wrapping is exactly the right tool.
PDF to SCORM: Frequently Asked Questions
Yes. A PDF can’t become a SCORM file on its own, but the converter wraps your PDF in a SCORM-compliant package that any LMS can launch and track. You upload the PDF, the tool builds the SCORM shell and manifest around it, and you download a ready-to-use .zip. The content stays the same – it just becomes a trackable course.
Yes, this converter is free to use. Upload your PDF, choose your SCORM version, and download the package at no cost – no signup required. It runs entirely in your browser, so your file never leaves your computer.
Choose SCORM 1.2 unless your LMS specifically requires 2004. SCORM 1.2 is the most widely supported version and works for the vast majority of platforms and document-based courses. SCORM 2004 adds more advanced sequencing and richer completion reporting, which matters mainly for complex, multi-part courses – not usually for a single wrapped PDF. When in doubt, 1.2 is the safe default.
Yes – that’s the main reason to convert a PDF to SCORM. Once packaged, your LMS can record that a learner opened the course, how far they read, and whether they completed it. You choose how completion is marked: as soon as the course is opened, or when the learner reaches the last page.
Most training PDFs convert without any issue, and your document’s quality is preserved exactly – the converter wraps the file rather than re-rendering it, so nothing is compressed or degraded. Very large PDFs (heavy with high-resolution images) produce a larger package and can be slower to load. Because the conversion runs in your browser, very large files depend on your device’s memory – the tool will warn you above about 150 MB and works most comfortably on a desktop.
Not through this converter – it makes your PDF trackable, not interactive. A wrapped PDF stays a document to read, so there are no added quizzes, branching, or clickable elements unless they were already in your file. If you need real interactivity or scored assessments, that’s course-building rather than conversion – our team can rebuild your PDF into a fully interactive SCORM course through our custom eLearning development service.
Yes. The package follows the SCORM standard, so it uploads to any SCORM-compliant LMS – including Moodle, Blackboard, Canvas, TalentLMS, Docebo, and most others. Because SCORM is a shared standard, you don’t need a different file for each platform; the same .zip works across all of them.
Upload the .zip exactly as you downloaded it – don’t unzip it first. In most LMS platforms you create or edit a course, choose the option to add SCORM content (sometimes labeled “SCORM package” or “upload SCORM”), and select your file. The LMS reads the manifest and sets up the course automatically. Menu names vary by platform, so check your LMS’s help docs if the option isn’t obvious.
