How Do I Hire an eLearning Designer?
Match the route to your workload. A freelancer suits one-off courses. A marketplace like Toptal is fastest for vetted talent. A staffing firm or full-time hire fits a continuous pipeline. If you have a defined backlog and a deadline, a fixed-price project build is usually cheaper and faster than hiring anyone.
| Route | Best For | Typical Cost | Time to Start |
|---|---|---|---|
| Freelancer | One-off courses, small scope | $35–95/hr | 1–3 weeks |
| Marketplace (Toptal, Upwork) | Vetted talent, short notice | $60–150/hr | 2–7 days |
| Staffing firm | Contract cover, long-term | $85–160/hr bill rate | 3–6 weeks |
| Full-time hire | Continuous course pipeline | $75–110k/yr + ~28% load | 8–14 weeks |
| Project build — eLearning Solutions Lab | A defined backlog with a deadline | $2,999–$7,500 per course | Kickoff in days |

eLearning Designer vs. Instructional Designer vs. eLearning Developer
These three roles get used interchangeably in job posts, and they shouldn't be. Hiring the wrong one is the most common and most expensive mistake in the process — you end up with a beautifully built course that teaches the wrong thing, or a sound learning design that never gets built.
| Instructional Designer | eLearning Designer | eLearning Developer | |
|---|---|---|---|
| Owns | What to teach and how people will learn it | How the course looks, flows, and feels | Getting it built, packaged, and working |
| Deliverables | Needs analysis, learning objectives, storyboard, assessment strategy | Visual design, UI, interaction design, media direction | Built course, SCORM/xAPI package, LMS testing, accessibility QA |
| Core tools | Docs, storyboard templates, sometimes Storyline | Figma, Illustrator, Rise 360, Vyond | Storyline 360, Captivate, JavaScript, SCORM Cloud |
| Hire when | You know the problem, not the solution | You have content but it looks like a slide deck | You have an approved storyboard and need it live |
| Typical rate | $50–95/hr | $45–85/hr | $40–90/hr |
Which One Do I Actually Need?
You have a problem, not a course
Performance is slipping and nobody's sure what training fixes it. Start with an instructional designer.
You have the content, it's just unusable
A 90-slide PowerPoint that's accurate but nobody finishes. That's an eLearning designer.
You have an approved design and a deadline
Storyboard signed off, but it needs to be live in the LMS. That's an eLearning developer.
You have all three problems at once
That's most L&D teams — and it's the situation where hiring one person rarely works.
Most job posts for an eLearning designer describe all three roles and offer one salary. People who do all three genuinely well exist, but they’re rare, senior, and priced accordingly — expect $95 to $140 per hour, if they’re available at all. What you usually get instead is someone strong in one area and passable in the other two, and you find out which after the first course ships.
This is why eLearning production teams pair roles. Every course we build has an instructional designer on the learning design and a developer on the build. That’s included in the fixed price, rather than being two hires.

What eLearning Designers Actually Cost in 2026
Numbers from public salary and rate data, updated July 2026. Sources are listed under each table.
You’ll see much lower numbers elsewhere, and here’s why. Job-board aggregators put the freelance instructional designer at an average around $38 an hour, and Salary.com puts it at $32 to $40. Experienced practitioners describe a very different market: the instructional design community’s own guidance advocates a $75 per hour floor for US-based freelancers, with senior work at $100 to $150 per hour.
Both are true. They’re measuring two different markets — a high-volume commodity tier where rates are set by bidding platforms, and a professional tier where rates are set by demonstrated outcomes. If your budget assumes $40 per hour, you’re shopping in the first market. Plan accordingly, or plan to review a lot of work.
| Experience | Typical Rate | What You’re Getting |
|---|---|---|
| Entry (0–1 yr) | $35–45/hr | Portfolio-building. Needs direction and review. |
| Mid (1–3 yrs) | $45–60/hr | Can execute a defined storyboard well. |
| Experienced | $75–100/hr | Works independently, handles SMEs, owns quality. |
| Senior / specialist | $100–150/hr | Simulation, branching, accessibility, xAPI. |
| Rare specialist | $150–200/hr | Niche technical or regulated-industry work. |
| Source | Average | Reported Range |
|---|---|---|
| ZipRecruiter | $79,711 | $65,000–$88,000 middle band; $111,000 at the 90th percentile |
| ERI (employer survey) | $83,580 | $59,007–$101,299 |
| SalaryExpert | — | $58,841 entry vs. $101,014 at 8+ years |
| Glassdoor | $92,670 | Top earners reported at $144,233 |
The Costs That Don't Appear in the Salary Number
| Hidden Cost | Range |
|---|---|
| Employer load — payroll tax, benefits, insurance | +25–30% of salary |
| Recruiter or agency placement fee | 15–25% of first-year salary |
| Authoring tool licenses — Storyline 360 or similar | $1,100–$1,500 per seat, per year |
| Stock media, voiceover, LMS test environment | $500–$3,000/yr |
| Ramp to first shipped course | 6–10 weeks |
| Time to hire | 8–14 weeks |
Freelancer vs. Marketplace vs. Staffing Firm vs. Full-Time vs. Project Build
Here's where each route fails — including the situations we're the wrong choice for.
| Route | Time to First Finished Course | What You Commit To | Where It Fails |
|---|---|---|---|
| Freelancer | 10–13 weeks | An hourly rate against an unknown hour count | One person’s skill ceiling covers design, build, and accessibility. Vetting is on you, and so is QA. |
| Marketplace (Toptal, Upwork) | 9–11 weeks | Platform premium on top of the hourly rate | Fast to start, not fast to finish. Vetting confirms skill, not fit with your SMEs or your LMS. |
| Staffing firm | 11–16 weeks | A bill rate with a minimum contract term | Highest hourly cost of any route. Makes sense for cover, not for a fixed backlog. |
| Full-time hire | Month 4–5 | $105k–$115k in year one, plus tools | Slowest to first course, and it’s a retention risk. Only pays off with a continuous pipeline. |
| Project build — eLearning Solutions Lab | 5–7 weeks | Fixed price, quoted before we start | Wrong choice if you need someone in daily stand-ups, or you have a continuous pipeline that justifies headcount. |
Time to start is the metric everyone else quotes. A marketplace can put a vetted designer in front of you in 48 hours — and that designer still has to build the course. If your compliance deadline is in 8 weeks, the number that matters is when the course is in your LMS.
Skip the Hire: Send Us the Content, Get the Course Back
If you landed in the backlog-and-strict-deadline category, this is what buying it looks like. You send whatever you already have — PowerPoint, PDF, webinar recording, or just a topic. We handle instructional design, build, accessibility, QA, and SCORM packaging. You get a tested course you can upload the day it lands.
| Hiring Gets You | This Gets You |
|---|---|
| 8–14 weeks to fill the role | Kickoff call within days |
| 6–10 weeks of ramp before the first course ships | Course in your LMS in 5–7 weeks |
| An hourly rate against an unknown hour count | Fixed price, quoted before we start |
| Your time briefing, reviewing, chasing, testing | Two structured review checkpoints |
| Storyline seats, stock media, LMS test environment | Included |
| One person’s skill ceiling | An instructional designer and a developer on every course |
| A retention risk | No headcount |

Hiring an eLearning Designer: FAQs
The questions L&D leaders ask us most often before deciding between hiring and buying.
Roles and Rates
US freelance rates run $35 to $45 per hour at entry level, $45 to $60 at mid level, $75 to $100 for experienced designers who work independently, and $100 to $150 for senior specialists handling simulation, branching, accessibility, or xAPI.
They’re measuring two different markets. Bidding platforms set rates in a high-volume commodity tier, which is where the $32 to $40 figures come from. The professional tier prices on demonstrated outcomes, which is where the $75 floor comes from. Both numbers are accurate for the market each one measures.
A median hire at $80,000 costs roughly $105,000 to $115,000 in year one once employer load, recruiter fees, and tool licenses are counted — and doesn’t ship a first course until month 4 or 5.
People who do instructional design, visual design, and development genuinely well exist, but they’re rare, senior, and priced at $95 to $140 per hour. Most job posts describe all three roles and offer one salary, and you find out where the gap is after the first course ships.
Working With Us Instead
Whatever exists — a PowerPoint, a PDF, a Word doc, a webinar recording, or just a topic. You don’t need a polished script or a finished storyboard.
Five to seven weeks for a Rapid or Professional Build, six to eight for an Enterprise Build, with kickoff within days of your quote.
An instructional designer on the learning design and a developer on the build, on every course. That pairing is included in the fixed price rather than being two separate hires.
Yes. Source files are included on every build, so your team can update the course in-house later without a rebuild.
Every course is built to WCAG 2.1 AA — keyboard navigation, screen reader compatibility, and colour contrast are handled during the build, not retrofitted.
If you need someone embedded in daily stand-ups, or you have a continuous course pipeline that genuinely justifies headcount, hire. Tell us the backlog and we’ll say so honestly.
